Description. Holotype, female, body length 5.3 mm, fore wing length 4.3 mm.
Head. Antenna incomplete, with 32 flagellomeres remaining; middle flagellomeres 2.0 × longer than wide; first flagellomere 1.25 × as long as second flagellomere; head in frontal view roundly narrowed below ( Fig. 5C View FIGURE 5 ); width of face 0.9 × length of face and clypeus combined medially; malar space 0.7 × as long as basal mandible width; mandible 0.7 × as wide as hypoclypeal depression; malar suture present; distance between tentorial pits 2.5 × distance between pits and eyes; in dorsal view, head 1.5 × as wide as long medially; and height of eye 5.0 × as long as temple; in lateral view, eye 1.5 × as long as wide; width of eye as long as temple; ocelli large, POL: OD: OOL = 3: 5: 4 ( Fig. 5B View FIGURE 5 ); distance between front and hind ocelli 0.5 × as long as OOL; face rugose-punctate medially, nearly coriaceous laterally ( Fig. 5B View FIGURE 5 ); frons depressed anteriorly, with oblique striae close to antennal sockets ( Fig. 5B View FIGURE 5 ); vertex rugose-punctate near area between posterior ocelli; temple shiny and smooth.
Mesosoma. Length of mesosoma 1.4 × as long as high; pronotal side sparsely crenulate anteriorly, smooth dorsally, finely rugose-punctate ventrally; mesoscutum coriaceous; notauli narrow, rather deep, punctate anteriorly, parallel-sided medially and merged into flat rugose-punctate area posteriorly ( Fig. 5A View FIGURE 5 ); scutellar sulcus wide and deep, with one median carina, 0.5 × as long as scutellum and scutellum shiny, smooth; precoxal sulcus short, rather wide, with sparse punctures; mesopleuron with sparse fine punctures dorsally and mostly coriaceous ventrally ( Fig. 5D View FIGURE 5 ); metapleuron with sparse fine punctures; propodeum with short basal carina and transverse rugosities medially, areolate-rugulose laterally ( Fig. 5F View FIGURE 5 ).
Wings. Fore wing: pterostigma 3.6 × as long as wide; r: 2-SR: 3-SR: SR1=7: 13: 22: 38; vein r emitted from middle of pterostigma; vein cu-a oblique, slightly curved ( Fig. 5H View FIGURE 5 ); vein 1-CU1 0.5 × cu-a; 1-CU1: cu-a: 2-CU1: 3-CU1 = 3: 6: 13: 4; second submarginal cell of fore wing nearly parallel-sided, slightly narrowed at apex, length of second submarginal cell 2.9 × its width medially ( Fig. 5H View FIGURE 5 ). Hind wing: vein M+CU: 1-M: 1r-m: 2-SC+R = 22: 22: 10: 4 ( Fig. 5I View FIGURE 5 ).
Legs. Hind femur: tibia: basitarsus = 39: 47: 23; length of hind femur, tibia and basitarsus 4.9, 9.4, and 7.7 × as long as their maximum width, respectively; hind basitarsus: tibia: second–fifth tarsomeres combined = 23: 47: 33; inner hind tibial spur 0.2 × as long as hind basitarsus.
Metasoma. First tergite 1.25 × as long as its apical width ( Fig. 5E View FIGURE 5 ); medially second tergite 1.8 × longer than third tergite; ovipositor sheath 0.35 × as long as hind basitarsus; first tergite with sinuate median carina, largely coarsely rugulose laterally ( Fig. 5E View FIGURE 5 ); second tergite with complete median carina; second–third tergites striaterugulose; fourth–sixth tergites rugose-punctate medially and striate rugulose laterally ( Fig. 5E View FIGURE 5 ).
Colour. Head yellow, scapus brownish yellow; flagellum yellow; palpi and mandible yellow; pronotum yellow; mesonotum yellow, but yellowish brown laterally ( Fig. 5A View FIGURE 5 ); mesopleuron largely brown, area medially yellow ( Fig. 5D View FIGURE 5 ); metapleuron yellow; propodeum entirely dark brown ( Fig. 5F View FIGURE 5 ); fore and middle legs yellow; hind leg yellow, but apical half of coxa and femur light brown; fore wing veins yellow, pterostigma brownish yellow; wing membrane hyaline ( Fig. 5H View FIGURE 5 ); metasoma largely brown medially, yellow laterally; ovipositor sheath brown; ovipositor yellow ( Fig. 5G View FIGURE 5 ).
Male. Unknown.
Etymology. From “simulo” (Latin for “imitate, copy”), because the new species is relatively close to R. maculata , discriminating characters of this new species are given in the key.
Host. Unknown.
Distribution. North Central Vietnam: Ha Tinh province.
