Type material: Holotype male, KIRIBATI: Kiritinati ( Christmas Island), Settlement , 10.25 0 S 105.41 0 E, yellow trap, 11–30 iv 1989, J. C. Carsdale ( CSIRO).
Diagnostic characters: The upturned gonostylus combined with the absence of a postcubital fork and an AR of 0.30 will separate the species from other members of the group.
Etymology: From the Latin licinus, bent, deflexed upward, referring to the shape of the gonostylus.
Male imago (n = 1)
All measurements and ratios within the range of variation of P. forcipata with the following exceptions and additions: Wing ( Fig. 76 A View FIGURE 76 ) 0.78 µm long, total length/wing length 1.78, wing length/length of profemur 2.49. AR 0.28, terminal flagellomere 87 µm long. Outer verticals ( Fig. 76 B View FIGURE 76 ) 4, tentorium 14 µm wide. VR 1.86, costa not extended, Cu 1 curved. Tarsomere 3 of front leg 50 µm long, BV 1 4.38, BV 2 4.37, BR 2 2.8. Hypopygium ( Fig. 76 E View FIGURE 76 ) with 6 setae on anal point, 2 setae on laterosternite, phallapodeme 50 µm long, transverse sternapodeme 30 µm long; inferior volsella narrowly triangular, reaching to 0.77 gonocoxite length, gonostylus curved, HR 2.24.

Unknown.
Distribution
The species is only known from the type locality on Kiritinati.
