Type-locality: Jaboticatubas, Minas Gerais State, Brazil.
Length: 5.7 mm.
Coloration: Crown light brown; frontal region with two dark brown irregular shaped maculae; discal region with a pair of orange bands and a pair of dark brown irregular shaped maculae near the posterior margin ( Fig. 2A View FIGURE 2 ). Frons dark brown, with light brown lines over lateral muscular insertions ( Fig. 2B View FIGURE 2 ). Pronotum dark brown, with yellow, orange and light brown spots and maculae ( Fig. 2A View FIGURE 2 ). Mesonotum brown; scutum with two trapezoidal dark brown maculae and several light-yellow spots; scutellum with three light yellow maculae, two near the lateral margins, with a triangular dark brown macula inside each, and the third one on the apex ( Fig. 2A View FIGURE 2 ). Forewing translucent; veins brown, with transparent and dark brown maculae inside several cells on corium and clavus ( Figs. 2 View FIGURE 2 A-B). Ventral surface and legs dark brown, with light brown maculae ( Fig. 2B View FIGURE 2 ).
External morphology: Head short; crown not produced anteriorly; coronal suture extending beyond midlength of crown; frontal region upturned in lateral view; texture of anterior margin of head transversely striate; lateral frontal suture touching outer lateral margin of ocellus ( Fig. 2A View FIGURE 2 ). Clypellar suture straight. Forewing outer anteapical cell apex rounded; with reflexed costal veins ( Fig. 2A–B View FIGURE 2 ). Profemur intercalary row with 20 macrosetae; row AV with 10-11 macrosetae. Other characters as in the generic description.
Male genitalia: Pygofer dorsoapical margin incised near midlength; without dorsal processes; with ventral processes long, curved upwards and spatulate; posterior margin rounded ( Fig. 2C View FIGURE 2 ). Valve subtriangular ( Fig. 2D View FIGURE 2 ). Connective stem longer than anterior arms in dorsal view ( Fig. 2E View FIGURE 2 ). Style with apophysis apical region between preapical lobe and apex shorter than rest of style; apex acuminate, curved outwards in dorsal view ( Fig. 2E View FIGURE 2 ). Aedeagus shaft distinctly upturned at apical third; without processes ( Fig. 2F–G View FIGURE 2 ).
Female terminalia: Female unknown.
Etymology: The name of the new species refers to the type locality, which is in Parque Nacional do Cipó, an important national park in Minas Gerais, Brazil.
Notes: M. cipoensis resembles M. spatulata , as they both have the pygofer with a ventral process spatulate. However, the new species can be distinguished by the absence of dorsal process on the pygofer; the overall shape of the pygofer and styles; and aedeagus atrium more robust.
