Description. Measurements. Body length (from apex of vertex to tip of abdomen): male 2.1–2.3 mm (N = 4), female 2.7–2.9 mm (N = 4); forewing length: male 0.9–1.0 mm (N = 4), female 1.1–1.2 mm (N = 4).

Coloration. Male: Body mainly yellowish brown. Vertex from apex to tip of mesonotum with a yellowish white longitudinal stripe along median line; apical half of vertex black except longitudinal stripe. Frons with apical 2/3 black, basal 1/3 yellowish white, sensory pits grayish yellow. Clypeus brown. Eyes taupe. Sensory pits of pronotum and mesonotum grayish yellow. Middle area of mesonotum black except longitudinal stripe. Forewing yellowish brown. Legs dark brown. Female: Body mainly yellowish brown.

Head and thorax. Vertex hexagonal, with anterior margin slightly convex, disc flatted, with length in middle line 0.6 times than width at base. Frons 1.4 times longer in middle line than widest part, widest under level of lower third of eyes; sublateral carinae keeled and curved outward; median carina obviously; lateral areas between sublateral carinae and lateral carinae slightly depress, with two rows of 12 distinctly visible sensory pits. Pronotum shorter than vertex (1:1.3), median carina obviously, lateral areas with about 13 sensory pits. Mesonotum 0.8 times as long as vertex and pronotum together in middle line, 3-carinate, lateral areas with about 16 sensory pits. Spinal formula of hind leg 5-2-2.

Male genitalia. Anal segment in dorsal view nearly oval, with length 1.8 times longer in middle line than widest part, widest at apical 3/4, apical margin roundly convex; anal pore located at apical half; in lateral view dorsal margin slightly concave, ventral margin slightly concave, the basal 1/3 broad, apex half narrow. Pygofer in profile with posterior margin sinuated; in posterior view with length 1.4 times as long as widest part; in ventral view, posterior margin roundly concave in the middle. Genital style in lateral view large and broad, a strong finger-like process arising from dorsal margin apically, directed dorsad, slightly curved, tapering apically; in ventral view footshape. Phallobase tubular, middle part slightly narrowed, apex with an ossification flake. Aedeagus tubular, slender, basal half encircled in phallobase, curved downward.

Female genitalia. Anal segment in dorsal with length 1.1 times longer in middle line than widest part, narrowing apically, lateral margins sinuated, apical margin roundly convex; anal pore located at middle; in lateral view small, the base 1/4 broad, narrowing apically. Abdominal sternite VII in ventral view with width 3 times as long as length, posterior margin convex in the middle. Gonapophysis VIII elongate, with three spines at apical margin. Gonapophysis IX with two symmetrical lobes, each lobe nearly rectangle with many spines at dorsal margin, ventral margin slightly concave. Gonoplac with outer surface shagreen; in lateral view broad, nearly quadrangle, dorsal margin with a concave middle.

Host plant. Microchloa indica (L. f.) P. Beauv..

Distribution. China (Neimenggu Province).

Type material. Holotype: ♂, China: Neimenggu Province, Hailaer City, Hailaer Park , 2018-VII-10, Liang-Jing Yang; paratypes: 10♂♂ 16♀♀, data same as holotype, Qiang Luo and Nian Gong.

Etymology. The specific name is derived from the Latin words “ lobulus ”, referring to the apex of phallobase with an ossification flake.

Remarks. This new species is closely related to P. brevis Meng, Gnezdilov & Wang, 2015 , but differs in: 1) vertex and pronotum together in middle line longer than mesonotum obviously (vertex and pronotum together in middle line as long as mesonotum in P. brevis ); 2) mesonotum with each lateral areas with 16 sensory pits (with 12 sensory pits in P. brevis ); 3) spinal formula of hind leg 5-2-2 (spinal formula of hind leg 6-2- 2 in P. brevis ).
