Description. Measurements. Body length (from apex of vertex to tip of abdomen): male 2.8 mm; forewing length: male 1.0 mm.
Coloration. Body dark brown. Vertex from apex to tip of mesonotum with a creamy white longitudinal stripe along median line. Frons with sublateral carinae medial area brown, lateral areas black, sensory pits brown. Clypeus dark brown, near base brown. Eyes taupe with black spots. Sensory pits of pronotum and mesonotum brown. Forewing dark brown, veins pale yellowish. Sensory pits of abdomen brown.
Head and thorax. Vertex with anterior margin truncate, disc flatted, with length in middle line 0.4 times than width at base. Frons 1.1 times longer in middle line than widest part, widest under level of lower margin of eyes; sublateral carinae keeled and curved outward; median carina apical 1/3 obscure; lateral areas between sublateral carinae and lateral carinae slightly depress, with two rows of 16 distinctly visible sensory pits. Pronotum longer than vertex (1:0.9), median carina weak, lateral areas with about 14 sensory pits. Mesonotum 1.1 times as long as vertex and pronotum together in middle line, 3-carinate, lateral areas with about 10 sensory pits. Spinal formula of hind leg 7-2-2.
Male genitalia. Anal segment in dorsal view with length 1.6 times longer in middle line than widest part, widest at apical 1/3, apical margin roundly convex; anal pore located at middle; in lateral view dorsal margin straight, ventral margin slightly concave, the base half broad, apex half narrow. Pygofer in profile with posterior margin upper half straight, lower half roundly concave; in posterior view with length 1.3 times as long as widest part; in ventral view, posterior margin slightly concave in the middle. Genital style in lateral view large, middle part broad, a strong finger-like process arising from dorsal margin apically, directed dorsad, slightly curved, tapering apically; in ventral view drumstick-shape. Phallobase tubular, with apex asymmetrical divided into two lobes processes ventrad, apical 1/3 of the ventral margin deeply concave. Aedeagus curved tubular, slender, encircled in phallobase.
Host plant. Microchloa indica (L. f.) P. Beauv.
Distribution. China (Sichuan Province).
Type material. Holotype: ♂, China: Sichuan Province, Daocheng County, suburb, 2017-VIII-19, Xiang-Sheng Chen.
Etymology. The specific name is derived from the Latin words “ albulus ”, referring to the color of veins of forewing.
Remarks. This new species is closely related to P. niger Meng, Gnezdilov & Wang, 2015 , but differs in: 1) male: body mainly dark brown, sensory pits brown (body black in P. niger ); 2) mesonotum with each lateral areas with 10 sensory pits (with 6 sensory pits in P. niger ); 3) spinal formula of hind leg 7-2-2 (spinal formula of hind leg 6-2- 2 in P. niger ).
