Description. Measurements. Body length (from apex of vertex to tip of abdomen): male 3.3–3.6 mm (N=4), female 4.5–5.2 mm (N=4); forewing length: male 1.5–1.6 mm (N=4), female 1.6–1.9 mm (N=4).
Coloration. Male: body mainly dark brown. Vertex yellowish brown with somewhat red, near margins with many brown spots. Eyes taupe with somewhat red. Frons and clypeus black brown. Pronotum yellow, near anterior margin with many brown spots. Mesonotum dark brown. Forewing yellowish brown, with long white stripe, extending from base to apex, the stripe surrounded by dark brown stripes. Fore legs dark brown, middle and hind legs brown. The 3rd abdominal segment light yellow; 4th abdominal segment yellowish brown, covered with dark brown spots. Female: body mainly yellowish brown, covered with dark brown spots.
Head and thorax. Vertex with anterior margin truncate, disc depressed, with length in middle line 0.4 times than width at base. Frons 1.3 times longer in middle line than widest part, widest under level of lower margin of eyes, sublateral carinae basal 2/3 obsolete, sublateral carinae slightly keeled, median carina weakly, areas between sublateral carinae and lateral carinae slightly depress. Pronotum longer than vertex (1.4:1), median carina weakly. Mesonotum 1.2 times as long as vertex and pronotum together in middle line, 3-carinate, median carina weak. Forewings 1.6 times longer than broad. Spinal formula of hind leg 6-2-2.
Male genitalia. Anal segment nearly pentagonal, in dorsal view with length 1.3 times longer in middle line than widest part, apical margin roundly convex; anal pore located at middle; in lateral view dorsal margin slightly convex, ventral margin slightly concave, the base half broad, apex half narrow. Pygofer in profile with posterior margin slightly horned convex; in posterior view with length 1.6 times as long as widest part; in ventral view, posterior margin concave in the middle. Genital style in lateral view large and broad, middle area nearly rectangle, a strong finger-like process arising from dorsal margin apically, directed dorsad, slightly curved, tapering apically; in ventral view knife-shape. Phallobase in lateral view nearly triangular, with apex asymmetrical divided into two lobes processes ventrad, the right process slightly longer than the left process; dorsal margin deeply sinuated; distal margin denticulate densely; with a coarse tooth-like process on the left near base. Aedeagus paired, short, tubular, pointing to base.
Female genitalia. Anal segment in dorsal view with length 1.2 times longer in middle line than widest part, narrowing apically, apical margin roundly convex; anal pore located at middle; in lateral view small, the basal 1/3 broad, narrowing apically. Abdominal sternite VII in ventral view with width 2.3 times as long as length, posterior margin sinuated, behind the posterior margin with two small knife-shaped ossification flakes. Gonapophysis VIII elongate, with three spines at apical margin, proximal dorsal margin spines smallest. Gonapophysis IX with two symmetrical lobes, each lobe nearly rectangle with many spines at dorsal margin, with a strong hill-like protrusion near the base, ventral margin straight. Gonoplac with outer surface shagreen; in lateral view broad, nearly quadrangular.
Material examined. 14♂ 5♀♀, China: Shandong Province, Dongying City, Huanghekou Town , 2011-VIII-2, Jian-Kun Long and Zhi-Min Chang .
Host plant. Phragmites.
Distribution. China (Shandong Province).
Remarks. C. (B.) shandongensis Chen, Zhang & Chang, 2014 is closely related to C. (B.) rhabdocladis Che, Wang & Zhang, 2011 , but differs in: 1) anal segment in dorsal view nearly pentagonal (nearly oval in C. (B.) rhabdocladis ); 2) pygofer in profile with posterior margin slightly horned convex (slightly concave in C. (B.) rhabdocladis ); 3) phallobase with a coarse tooth-like process on the left near base. (without any process in C. (B.) rhabdocladis ).
